It is based on citations. The suffix in 'i-10' is '10' which stands for "10 citations". Now, understand "i-10 index" by example. A researcher has an "i-10 index" of 5. It means he has 5 publications with 10 citations each.

The 'index' is purely based on 'citations'. The best way to understand it is by an example. Suppose a researcher has an 'h-index' 5. It means he has '5 articles' with '5 citations' each.
