Shifts in patterns both driving policy change and responding to it require fresh thinking across borders. Around the world, proliferating crises have increased the number of refugees and asylum seekers on the move, triggering enhanced border security and vetting protocols in many countries. Within North America, a well-worn north-bound migration pattern is complemented by an increasing southward flow to Mexico and beyond.
