1. Accepted papers will be published into conference proceedings by IEEE. The proceedings will be submitted and reviewed by the IEEE Xplore and Ei Compendex and Scopus after the conference.

Xi'an, a cradle of Chinese civilization and one of the world’s most storied cities, stands as a timeless bridge between ancient grandeur and modern dynamism. Known historically as Chang’an (“Eternal Peace”), it served as the capital for 13 dynasties over 1,100 years, including the Zhou, Qin, Han, and Tang—golden eras that shaped China’s cultural and political identity.
